Ground fault outlets are not normally effected by just the startup spike of the motor. Motors usually draw a high current of 2 ot 3 times the rated value or more when first started and as they come up to speed the current starts dropping to the rated current.
Ground fault outlets operate by detecting an unballance of current on the hot wire and neutral wire. It only takes a couple of milliamps to trip them. I don't recall the exect value, but it is under 10 miliamps. That ammount of current through the outside of your body will really tickle you .. Not usually life threatning, but enough to let you know it is not a pleasnt feeling.
If you are measuring any resistance from the hot wire to the ground , this is probably your problem. You should measure well over 100,000 ohms to ground. The capacitors could be going bad. Remove them and see if the resistance to ground goes away. Sometimes it can be dirt and grease on the wiring.

I am in need of a wiring sheet of a WU M15 base I think the base number is 192462, that number is on a tag on the left side of the base , and also would like a Parts book or PDF of one. My problem is if I plug the unit in to a "ground fault outlet it will pop the device. There is a Western Electric square metal box mounted on the right side of the base right above the 26 terminal block. The square metal unit has two capacitors with a ground connection, the two caps four wires are wire thru each side of the AC cord to the motor.
I do have a high resistance to ground with each capacitor. I put a current meter on the wires, and it looked like a 3.3 amp spike then right down to 2 amps plug in to normal outlet, I think the spike is popping the "ground fault outlet or the Capacitors are going bad.
Has anybody ever had this experience with a ground fault outlet?
Another little side note is, I can plug a M14 TD in the ground fault outlet and it works.
I would appreciate any help on this.
