On a KLI equipped for weather, the "blank" printed a minus sign while in FIGS, but nothing in the LTRS mode.  So there was a punch bar on a weather machine, but not on a standard communications version machine.  The function of the punch block was to control whether a particular character would cause the carriage to 'space' or not.  Therefore a "blank" would not cause a 'space' except on a weather machine and even then only in FIGS when it had printed a minus/dash sign.
