[GreenKeys] Riddle me this... If a TWX was installed in 1955 would it be a 15 or a 28?

Neither, it would be an ASCII machine if it was on the common TWX system.  

Maybe the ealier TWX system was Baudot, then it could be either the 15 or 28.

the installation would be at a towns main police station  with  city contract for a new install.
