Ok it was a deal discussed  in 1954 & installed in 1955 Jim
 
This is  great insight....Would a police dept. have any clot to get  the  
newer machine?

was  getting the entire productions of 28s, and I'm not sure when that
ended and  civilian deliveries began.  And since TWX is a telco service,

since  TWX was 60 wpm; they would hold any 28s for private line customers

15s were  still being made in the mid 1950s because the Model 19 was
still in the  catalog - the 28ASR wasn't born yet.

But this is all  speculative.
