[GreenKeys] RTTY Keyboard Adapter - has anyone tried this?

I’m a relatively new Greenkeys member, and don’t know if this link appeared before, but it’s an interesting little circuit.
The circuit is a ‘RTTY Keyboard Adapter’. The circuit generates 5-volt, 5-bit, 45 baud RTTY data, WITHOUT a computer.
All you need to do, is connect a computer keyboard to it. The circuit uses a programmable PIC integrated circuit,
the software is available for free download. The circuit has a type-ahead buffer, and automatic letters figures shift.
My basic question is - has anyone already built and tried this circuit?
If not, rather than everyone who is interested re-invent the wheel, maybe someone who has a PIC programmer can program some chips,
and sell them to interested people? Just my thought.

Additional Notes:
I contacted the designer, and confirmed the circuit generates 1 start bit, 5 data bits, and a 1.5 stop bit.
The IC is readily available, Mouser Electronics sells it in in both DIP and surface mount packages, all the suffix variations should work.
PIC programmers are available on eBay from US sellers for as little as $13.
