NO,  the governed motor is series wound  universal and it's speed will 
vary drastically with any variation in load or input voltage. The 
advantage of a governed motor is far greater starting torque, somewhat 
less starting inrush current, and independence from line frequency. In 
many cases, these motors can be run on DC as well, the main 
consideration for DC operation is the contacts in the governor. They are 
noisy and dirty, and need maintanence, but will perform better in some 
cases than a synchronous motor.
