Jim,

I have fully disassembled the selector mechanisms on both 14's and 15's. I have found that problems are from a combination of all of above. Success was measured by how far apart the selector range adjustment lever could be set while receiving RY's. I all cases the range was increase to more than 90% of the range with no errors.

If you haven't already cleaned the area I suggest that flooding the mechanics with a suitable solvent the first order. Use mineral spirits with 25% mineral oil as a cleaner and temporary lube.

A distortion free signal MUST be used for all testing. Evaluate the timing and spacing of the loop's wave form.

The main-shaft must be in proper alignment and free of hop (sloppy bearing). The swords and attached levers and blades must be free to toggle. The tensions on the flat spring separators must be uniform and free of burrs. The trip cams on the main-shaft must not be excessively worn. Refer to a repair handbook how to measure all the spacings and spring tensions.

There is no quick fix for a cranky selector, only dogged determination can get it fixed.

Further, be sure there is no capacitor on the loop line within the machine that could cause a distortion of the incoming waveform.
