[GreenKeys] Hoping someone can identify this paper tape punch (UJI-400)

This thing followed me home a few years go...  I am in the process of 
decoding the connections, but decided some of you might actually know 
what this is and if there is a manual available somewhere. I've searched 
but to no avail.

It's a UJI-400 Tape Perforation, an 8 level machine.  The company, 
'Seiscor,' suggests some connection with geological exploration (they 
are/were a seismological instrumentation firm, I believe connected to 
oil and gas exploration.)  Google has turned up nothing useful so far.

What seems unusual to me is what appears to be a 'diode rom' and reader 
built in.  It contains a stepping relay with about 25 contacts that 
sequentially access the contents of the diode board (big board on left 
side of reader in photo #2.)  I've attempted to decode the diode array 
for any identification, but I cannot make sense of the contents - if 
ASCII or EBCDIC, it's random to me.
