     Your description sounds about right.  Its definitely 
850 hz shift and seems to be around 60 wpm.  I have not 
listened for the "stutter" but will do so next time I find 
it. Its also extremely strong.  It fades so its not local to 
Los Angeles, but I didn't listen to the nature of the fading 
well enough to get any idea of the path.  For the moment we 
will classify this with the number talkers and tone CW on 
AM.
