It certainly seems to be encrypted, and if that's the case, you can  
only listen and will not have any success decrypting it.  It does not  
take much encryption to keep normal folks like us from getting the  
plain information out of those signals.

There are many kinds of teletype-like signals on the air nowadays.   
Many are both using relatively modern encoding/signal-processing  
methods, and are encrypted to some degree.

There is a sub-culture within the short wave listening community that  
has lots more information about many of these stations.  Here are a
