I take David's and your point. The layout of the footnote is entirely 
different in Freebody.

That's not really a help as it's a totally different layout. The server 
at tubebook.org is very slow!

I've written to the author referring to Freebody. To solve his problem 
I've redrawn the table from scratch and waived any copyright on it.

Incidentally there's quite a clear chart of ITA 2 in the RSGB 
Teleprinter Handbook 2nd Edition, by Hobb, Yeomanson & Gee (all sadly no 
longer with us).
