The folks who specialized in selector repairs in the Line Service and Repair group at Kleinschmidt used these (or absolute look alikes) in the early 60's. I was in that group in 1961 - 1962 and repaired everything except selectors.

Actually Teletype made a lot of these DXD Test Sets. Army, Navy, Air Force, and Bell System. Not sure if WUTCo used them as they preferred their own test sets.
The really rare test set is the DXD 400 which looks similar and does the same things, but for 8 Level ASCII. I understand Teletype did not want to build it but the DOD insisted on it.

Of course I'm guessing from the labels on the control switches and the fact there's a little window at the start of the fifth bit that seems to be part of a rotating plate on the front panel.
