I've found "The Internet Archive" (www.archive.org, a nonprofit
based in San Francisco) to be a good public repository.

I'd also be happy to host it on my website, or to post it to
archive.org for you (if you don't want to mess with their interface;
I'm used to it).  Or both.

Bulletin 144, Issue 2 (Sept. 1944) is online as JPEG page scans 
on Eugene Hertz' site at:

and collected together as a PDF by Sam Hallas at:

http://samhallas.co.uk/repository/telegraphy.htm

It never hurts to have another scan available, though - especially
if it turns out to be a different revision.
