BTW the odd speeds were typically used by the U.S. Navy.
However I personally have not heard of 115 wpm.

While on the subject of Teletype Specs,  I spotted Spec. 50449S which
is the "Instructions for installing the 115 WPM unit." This is
found in BSP section 570-013-010 Issue 27 in the section that deals
only with Model 28 typing units. Also of interest is Spec. 50442S
which is found in the same BSP but in the section for Model 28
keyboards. Spec. 50442S covers the "320236 kit to convert 7.42 unit
code KSR keyboard with certain distributor unit for 7.00 unit code,
80.5 baud operation. Gears to change certain typing unit for 80.5
baud operation are also included in the kit."  (The wording is exactly
as found in the specs.)    80.5 baud at 7.00 unit transmission pattern
is equal to 115 WPM. Have you ever heard of  Model 28 machines
operating at 115 WPM?
