Greg,
Before you apply loop voltage it is a good idea to first adjust the 
Line Adjust pot to maximum resistance (should be CCW) to keep 
excessive current from blowing the fuse or possibly damaging the 
meter or the selector magnets. Normally a suitable value power 
resistor should be inserted in the series loop to limit current if 
the pot is accidently turned up near max. Also the fuses should be 
checked to be sure they are the correct value.

If the tuning forks are missing the speed can be checked by holding 
down the space bar and counting the number of spaces in a measured 
amount of time.  For 60 words per minute it should be 60 spaces in 10 seconds.
