Here is what I have found that seems to work pretty well.
Clean the plastic first with 409 or whatever and soak it in straight bleach for 24 hours. NO METAL in the bleach. Doesnt seem to hurt the plastic or take off the labeling. It worked so well I had difficulty taking the after picture due to the whiter color. Looks as though it could stand another 24 hours to fully get rid of the yellowing. Make sure you try this on a small part that you dont value first.
