Derek...
     As I dream back to my days of playing with my machine, I seem to 
recall my power-supply having that cardboard capacitor as well.  Because 
it was delivered working, I had no need to examine how it was wired.

     If they were using a pi-network (with a choke) to filter the 
full-wave output, you'd need two capacitors.  Maybe the pi-network 
should be asymmetrical (with respect to the capacitors in it) if the 
power-supply is designed to drive a monstrous inductance (like a 
selector magnet).  If that's the case, the capacitors would be different 
sizes and would explain the arrangement.

     On the other hand, maybe these power-supplies were all 
field-modified to use the cardboard capacitors.

     I'd be curious to hear what your examination of the wiring 
arrangement reveals!
