I didn't see another post about this and don't (that I know of) have paper 
on the REC-45.  But I can answer part of the questions.  It would have 
helped to have a photograph of the interior.

If your patch panel has a 2500 ohm rheostat built in then no, you don't 
need a dropping resistor in the supply.  If there is one, you should jumper it 
out.

It most likely has a selenium bridge rectifier, or did when it was new (the 
additional photo would have answered that).  Seleniums do not explode when 
they fail.  Usually they smoke.  Sometimes they just do nothing.  It depends 
upon the input voltage and the load applied.  But in any case, if it hasn't 
already been done, you should replace the selenium with a silicon bridge 
rectifier.  There are several ways to do this

Finding the plugs will take some looking, and luck.  I would start with 
looking for a hardware store that's been in business since the early part of 
the last century.  An old Ace Hardware might be a possibility, too.  You can 
also try looking in boxes at garage/yard sales and ham fests.  I don't know 
whether there is anyone in business today supplying obsolete electrical 
equipment but there might be.  The 3-pole connector would look like a NEMA 10-20P 
but smaller and might have been called a 10-15P.  I don't recall what the 
2-pole one would be numbered.  Look on the plug for a number or try looking 
online for ID charts for old NEMA connectors.  

Someone ID'd the eBay item as a Model 15 ESU.  I would guess that the 
REC-45 would probably work with it.  Maybe someone else will know.
