Steve,

The bell has a space suppression code bar in the stunt box.  The "correct" way would be to take out the stunt box and remove the code bar that senses the bell/apostrophe code.  The bell-space suppression code bar doesn't have a specific slot assigned so it could be anywhere the last tech had a whim.  
As indicated by another poster, there is an easier way.  Just prevent the code bar from activating the spacing suppression bail. Set up the code for bell and rotate the main shaft until the code bar (the bell should have a contact box over it) activates and engages the function pawl.  Continue the rotation and you will see that the function pawl will be lifted up an disengaged by the stripper blade.  All you have to do is keep the function pawl from dropping back down where it can be grabbed by the code bar.  Wire and paper, creatively employed, is quick, cheap, and easy (qualities I used to admire in the women of my youth).
