Lean all of the keys towards the back (they are still attached to
their levers).
Hold the plastic key plate vertically off the front edge of the bottom
of the keyboard
frame with the top tilted slightly back to yourself.
Starting from the bottom row, tilt the keys into their holes. Hold the
plate up a little more vertically and repeat with the next row, and so
on. By the time you are putting the Red keys in place, all of the
green keys are captive.
Works every time, and only takes about a minute.

Putting the model 28 KSR keyboard back together again.
Gee, I never pulled that piece of the keyboard with all the holes in
it for
the keys.  I can see the problem if I had done so.  I'm afraid the
best way
without growing more hands and fingers is to remove all the keys, put
the
piece of bakelite back on the housing and then reinstall each key one
at a
time.  Lots of work, yes, but that is probably less work than growing
more
hands and fingers.  Good lesson for the rest of us!
