Peter,

I've been thru hearings at the FCC, one ran 8 years!  I've filed numerous 
applications and PRM's.

I've come to know folks deep inside the agency and been to meetings with 
some of the top bureau chiefs.

I can tell you it is a very political agency.  They can twist any rules to 
their likings.
