Ok thanks, Jim. I agree it is very similar to broadcasting. But then how
would that really be different than when the old timers used to send picture
tapes that could take a very long time (I would imagine). Like Miss
September? Isnt that very similar to what I am proposing?
I will investigate this bulletin station idea

I think that would be considered broadcasting, which is not permitted
to amateur stations.  Except there is a provision for transmitting
material of interest to amateurs, such as the ARRL bulletins.  There
was, or maybe still is, the ARRL appointment of Official Bulletin
Station for stations that want to retransmit the ARRL bulletins.

You might search the ARRL web site for "official bulletin station"
and see what comes up.
