[GreenKeys] RTTY mystery

I have an addendum to my own post.  I have a RTTY mystery I'd like to toss
out to see if the group can help solve it.  As I mentioned, I've noticed
that I seem to be "invisible" on 20m.  Very few will answer me.  I have
worked 20m for over 2 hours now without a confirmed contact.  Finally, one
station sent this:  "SRI NO CHAR SENT . . . JUST MARK TONE".  I have
gotten similar responses in the vein of "NO SHIFT, ONLY CARRIER".  I have
checked by turning the power down on the Yaesu, and listening on a second
HF rig without an antenna attached and I definitely hear the shift so I
don't understand why it isn't getting out.  Is it a problem with my
transmitter or their tuning?  On 40m and 80m I don't seem to have this
problem.  I made two contacts on 20m yesterday without a problem although
they were the only two I made.  The "rest of the story" is that I have a
dipole (260ft) fed with 450ohm ladderline to a Drake MN-2700 tuner.  I
have the Yaesu set up to send FSK although it is actually being converted
internally to AFSK.
