Sure did, and I don't know about 20 cycles in NYC but in the Buffalo area
25 cycle power was commercially available until quite recently, within the
last 10 years. The Adam Beck station just across the Niagara River in
Ontario was the last local station that was generating that. I am told it
is more efficient power for (big) 3-phase motors like elevators and what
was found in the big steel mills here and so on.
There's an old theatre here in nearby North Tonawanda that still have
25-cycle power, though now internally generated. I assume their HVAC
equipment and/or elevators use it, but some of their lighting circuits are
on the 25-cycle feed and it is definitely noticeable. Not when you look at
the lights dead-on, but I can sure see it in my periphery.
