Regarding RS and EIA standards...
Many of these standards have been taken over by the Alliance for  
Telecommunications Industry Solutions (ATIS)
Part of the Telecommunications Industry Association (TIA)
Somehow these find their way to become nationally (ANSI) and  
internationally (ITU) accepted.
