It's a Siemens Telex ASR set, a 5 level 50 baud machine.  A style popular
in Europe puts a 4-row keyboard on a 5-level machine.  When you go into
FIGS case the top row of keys with the numbers is unblocked and the top
row of alphabet keys is blocked.  When you go to LTRS case the top row
of digits keys is blocked and the top row of alpha keys is unblocked.
