[GreenKeys] Top band signals, Was Russian woodpecker recording

While we are on the subject of weird radio signals, please can anyone 
throw any light on what this sound is that used to dominate the middle 
of top band during the 1960s and into the 70s? Being top band it may 
have been more of a UK feature so I dont know if it was heard in the states.

I expect the explanation is obvious but I never, to this day, have known 
the answer. I vaguely recall someone suggestion telemetry but if so for 
what?
