The meter is wired in series with the printers loop. It reads as
expected 20mA most of the time. At times some combination
of keys or something will cause it to stay at 20mA and then toggling
the break release key (aka switch) will bring it back to 20mA

Not a Teletype option but at least other then the hole no wires were
cut so other the finding a non hacked plate will be easy
to get it back to original.

After a check for jammed or other bent/stuck parts I spinned the motor
by hand, drop the printers clutch and ran it
through a cycle then powered it up. The printers magnet
armature is stuck came loose once so looks like time to do a good
cleaning and oiling.
