At minimum, it's a printer that prints on the paper tape.  The
assembly shown may also include the punch mechanism, but I'm not
so sure of that.

It looks suspiciously like the assembly from a model 28 ASR teletype.

Specifically, see the photo of the opened up AN-UGC-6K (the military
designation for essentially the same).  The paper tape punch and
printer (it prints on the tape as it punches, so you can read the tape
without knowing how to read binary) is in the front center of the
case, just to the left of the top left corner of the keyboard.
