It was my impression that at least during the Cold War, there were no "red 
phones" on a "hotline" which a president would use to talk to his opposite 
number in Russia (unlike in the movies.)  Instead, there was a "red" 
Teletype machine for that purpose.  This was to eliminate the error issues 
involved when trying to translate and communicate in voice, real time. 
There's probably a web page on the whole thing which someone can point to.
