Commercial seller has more than 10 cases of 12 rolls available.
The second sheet of the two ply is NCR paper which can be wound off
to make an additional 12 rolls. Twice the paper at half the diameter.

Best deal we have seen yet.
$17.95 for the whole case of 12 plus $25. shipping via UPS Ground.

That's $3.60 a roll at 2 ply and $1.80 per roll after converted to 1  
ply.
