I really don't see what the uproar is about.
They are selling "freight"  forms. Not "fright" forms.

Cargo (or freight): is goods or produce  transported.

Fright: fear excited by sudden danger.

Fright and freight are not homonyms.
 
A homonym is, in the strict sense, one of a group of words that share  the 
same spelling and the same pronunciation but have different meanings.
