Yes, I had somewhat similar experiences with some of the RM's, RD's and 
other ET's aboard the ship I served on during the Vietnam War.  And other ships 
in later years.  Not everyone comes out of A-School, B-School or a 4-year 
College program with equal effective capabilities.
