[GreenKeys] SB-2244 TTY patch panel

The step loop if for the crypto equipment to step the transmitter  
distributor.
I have some documentation here someplace.  I will look.

It is red so I assume is used on the classified side of crypto gear -
but what is a STEP LOOP?
