RCA had an overseas service using radio going way back, to the 1930s at 
least.  Western Union had ocean cables, and there were other cable and
radio companies.  At some point, and I certainly don't have this date
at my fingertips, W.U. was forced to divest their international cable
operation, which was made into a separate company, Western Union 
International.  If you wanted to send an overseas message you could
designate a carrier for it when you gave it to W.U. for handling.

I have a saying that the government seems to have had a policy of
keeping W.U. with exactly one foot in the grave at all times.

I don't know about the RCA machines with dials.  Maybe they allowed you
to get to Europe via RCA and then to dial Telex numbers there.
