Sort of the same way 10 meters is mostly empty.  Not a lot of rigs have 6 
meters on them compaired to the ones that don't.  If you want to work more 
than a few miles you need a beam up high.  I have one at 60 feet and seldom 
hear anyone except for band openings and a few nets.

You can throw up a simple wire dipole and work lots of people on the bands 
for 160 to 20 meters at distances all over the country and world most any 
time.

People mostly want to talk.
