I always point people toward an oldy-moldy program named RTTY12G that
you can find by googling for it.  This is a program that turns a PC into
a "glass Teletype" for ham radio use.  Hence it has to convert between
ASCII and Baudot in both directions.  It comes with source written in
BASIC, so you can modify it to do whatever you want.  As it stands, it
will transmit the contents of an ASCII file in Baudot, but I don't
remember if he has the ability to go in the opposite direction.
