The closest thing to 3/16 is a 12-24 (often used in Collins rack mounts),
there is also a 12-32 (fairly uncommon)

I discovered that.  Machine screws start at 1/4 inch.

It appears that stove bolts and carriage bolts are 1/4 inch and  
larger, also.

Yup.  I find lots of those.  I will find 10-32 bolts in my hardware  
drawer, though probably not slotted hex head ones.

Also, if the whole shank is threaded, it's called a Tap Bolt.

It seems that the hardware used by Teletype Corp. was very nicely  
made.  Possibly a better class of thread than is common now.  And  
likely the hardware was made on a screw machine, and not rolled like  
most hardware nowadays.
