Lucky for you that you have two machines to compare. First things first, is there anything in the ASRs slot 22. If not, that would explain a lot.
Next, note that you should see the function lever actuate when you hit the blank key open the loop. Compare the KSR to the ASR and you should see what I mean.

Hi Russ. I tried this experiment. You are right! The ASR does space on blanks, whereas my KSR does not (KSR seems to work properly). I also put the loop on, pressed figs then opened the loop. I did this for FIGS and LTRS. In both cases, the carriage spaced over.
So I will now look for slot 22. When you say “working properly” what do you mean exactly?

Does your M28 space on blanks or when the loop is open in both figs and ltrs case? Or, maybe in one but not both cases?
This is controlled by slot number 22 - it surpresses spacing on blank characters or during an open loop condition or when the break key is held down.
Check to
see what's happening by temporarily lifting the paper roll out of the way and watching to see if slot 22 is working correctly.

My 28 ASR also spaces along when its open. I think its ok, probably just an
optional tine or pawl or jig or thingamagiggy
