Nope, that building is the courthouse annex, and is in fact just out of 
the picture (to the right) of the courthouse in that picture (above). 
The picture of the courthouse was taken from intersection of 5th Street 
(runs E-W) and 21st Ave. (runs N-S).  The Annex building is directly 
across (south) 5th Street from the courthouse. I'll admit to some minor 
touch-up with photoshop (mostly cropping and sizing) - but what's in the 
pix is really there... So what makes you think the building is 
photoshopped in?
