I've had cases (on items I've purchased) where the selling price was what I 
considered cheap and where I let the seller get away with shipping 
something that didn't quite match his ad.  But speaking as a seller rather than a 
buyer, the instant he opened a box for inspection (or heard back from the 
first buyer who was shorted if that's how he learned) and discovered that some 
of the boxes didn't include manual or cord, he should have first and 
immediately pulled the running ad.  Then he should have written the last several 
buyers he had shipped to but not heard from and asked them whether their 
shipment was short anything (without specifying what, without specifying what, if 
he was smart - buyers can be dishonest too).  But in any case, he either 
owes you a manual or some agreed upon substitute.  Or a refund if you return 
the item.  But even though he seems (from what I've read here) to have 
continued to sell them after know that some were incomplete, as Lar said, it's a 
pretty good deal even without the missing pieces.  So I would be polite and 
write and tell him you package was short.  Instead of immediately filing a UID 
and giving him bad Feedback.  Anyone who does that to us is considered a 
bad buyer regardless of whose fault the problem was.  And we block them from 
ever bidding on our items again.  If this guy turned these up, you never know 
whether he might turn up something else from the same genre that you might 
want.  All that sending the message costs is a couple of minutes, less than 
it takes to file a UID.
