If that's a perforator for Morse, with only keys 1-9 (no 0) and
space, it's probably for some old Morse crypto transmission system.
There are "numbers stations", some still on the air, which just read
long lists of digits as voice. These are presumably transmissions
to agents in the field.
"Numbers stations" used to use Morse, and this unit may date from
that era. You might ask the National Cryptologic Museum, NSA's
public museum, if they can identify it.
