Believe you said this was a former police machine?  Teletype made a 
switching system called TASP that was used mostly by police departments,
I think.  Something for them to buy direct rather than lease through
Bell.  I don't know how many were made.  And then what you have could have
been some Bell System offering.  I guess the documents in the bottom
of the cabinet will reveal that.  And the presence of the 43A1 carrier
terminal suggests a Bell offering.
