No, Taser (nor electric fence) stuff is not a requirement - but a sense 
of humor and patience with the kiddies who like to "play" with such 
stuff is a definite plus (and before I get jumped on - I'm a proud Card 
Carrying Kiddie with lots of (dangerous and otherwise) toys.

Can't help much with the 15s - can give some help advice on the 28s and 
related radio stuff (though fair warning - I'm not a HAM (shut up, Jeff! 
- I spelled that all uppercase - we're all aware of the application of 
lowercase).
