oh-- that's easy-- Motorola.

They have won most of the digital public service radio system (APCO25)
installs across the country that will use the vacated spectrum for
"emergency and public service" functions.

So many, many more have already been scammed.  As an amateur radio
operator, I feel its one of my duties to help educate people about
this crime.
