The July '51 issue is dedicated to marine telegraph cable repeaters.   
It tells in some detail how a repeater is made and the performance  
benefit it has.  The repeater is much bigger than a breadbox, and  
lives at 100 to 200 fathoms.  The thing is filled with oil to reduce  
the need to have a housing sealed against the sea pressures of that  
depth.

I did not notice what tube types were used, but WE used to make the  
world's finest and longest lasting vacuum tubes.
