Yeah - same schematic for the later Navy patch panels - in the later ones,
the jacks are all mounted on bakelite so the jack shell (plug sleeve)
doesn't matter - it isn't connected to anything. I haven't looked at a TT-23
up close and personal but surely the jacks are insulated from the
chassis???? Otherwise all kinds of loop-de-loop stuff could happen.
BTW your Fig 2.2 says dummy plug OR patch cord so presumably the Navy
supplied TS-only patchcords too.
I'm gonna go out on a limb here and claim the Navy had great foresight in
designing patch panels that would work with whatever kind of plugs and
patchcords you had on hand - using either TR of a TRS plug or TS of a TS
plug.

There is a serious MILITARY CONFLICT starting here....the Navy shows on
fig.2-1 of the T-23 patch field TRS on the looping jacks. Thence, on the
fig. 2-2 it shows a dummy plug that only has a T & S in a TRS jack.

I've posted a link to the offending figs. They do not show the internal
connections of the dummy plug. So, apparently, the dummy sleeve is taking
the the ring contact to the shell of the jack which would be ground if the
box is mounted on the ship's wall...err bulkhead.
I'm sticking with the TRS....got lots of 'em. And, I'm so glad I was army
aviation...we never had the problems the Navy seems to have! ! ! ! !
