A Bell 103 should work fine. The AFSK modems at 300 baud and below will
send and receive any slow on/off signal. Just wire the key with a 9V
battery between GND and Transmit Data into the modem, and at the receive
end, wire the Receive Data line into a telegraph relay and then a sounder.
Find old modems with an "originate/answer" switch; one end must be
in "originate" and one in "answer". Two "originate only" modems won't talk
to each other.
At 1200 baud and above, the modem knows about bit timing, so you can't
send Morse very well.
