As George mentioned, strictly speaking there's no sea going experience required for the 1st Telegraph. But you must "have one year of experience in sending and receiving public correspondence by radiotelegraph at a public coast station, a ship station, or both". Coast stations are thin upon the ground these days. In fact KSM is the last standing. I had the pleasure of endorsing a new license last week. As to Morse, I believe Element 4 - 25 words per minute - applies.
For either license a six month endorsement is required to be the only operator on a compulsory equipped vessel.
