It's 1/2" paper tape, same kind of stuff as for Teletype, but narrow.

Note: A person on the list has already claimed it. I'm told it fits a
Wheatstone CW tape perforator.

Is that 1/2" perforator tape, or is it paper tape for a printer or ink
recorder?  I'm trying to think of some sites that use that kind of stuff
for high-speed Morse.
